Hire covers both the fixtures and the people. Uplighting and festoon can be set and left; stage lighting, moving heads and effects need an operator and often a lighting desk. Suppliers will specify power, rigging and haze requirements and confirm them with the venue.
Packages are common: an uplighting package for a ballroom, a stage package for speeches and awards, a dance-floor package for the party, and outdoor packages for gardens and beaches. Combining them is normal; the supplier will design the plot around the programme.
Ask for a lighting plot and photographs of previous installs at similar venues. Well-maintained equipment, spare fixtures and a clear plan for set-up and removal are the marks of a reliable supplier.

AV is priced as an itemised list: speakers, microphones, fixtures, desks and cabling. A clear quote shows every item and its quantity.
Set-up crew, an engineer or lighting operator and their hours are separate lines, and usually the most valuable ones.
Multi-day events, early load-ins and rehearsals add crew time. Agree the schedule before the quote is final.
Generators, power distribution, transport and venue access charges depend on the site, particularly outdoors.
Uplighting runs on ordinary sockets; stage and moving-head rigs need planned power distribution and sometimes a generator outdoors. Your supplier will specify it and confirm with the venue.
For static packages, set-up and removal are usually included and no operator is needed. Stage and dance-floor packages include an operator for the programme; quotes make this explicit.
Only where the venue allows and has rated rigging points. Many Dubai venues do; others require ground-supported trussing. Suppliers who know the venue will advise.
